No, most available tube anemones are mud/silt dwellers.
They will construct a new tube if presented with the right environment.
Does it eat mysis, brine, etc., that floats by?
I would get a pvc pipe 2x as wide as the anemone's column, cap it, fill it halfway with fine sand, place the anemone, then fill in another 3rd of the way with sand. Place the tube mouth up, medium to low flow, no need for lighting.
fwiw: I have not had an anemone outside it's mucous tube since the 80's so I don't have much recent experience with the condition.
