Cheap 12" tubes are hard to come by, but it sounds like you already have something in mind.
I use a similar idea. I fill the base of my overflow boxes with sand to get better use of the unused space.
The only issues I can foresee with your idea are, detrital settling, limited access for maintenance, interference with free water flow through your rock work, loss of valuable real estate and limited flow through the DSB as rock work covers the interface at the top of your containers.
These may be only minor issues with careful planning and execution.
I suggest drilling some holes in some plastic planters similar to what Newrossman used. This will allow for passive flow and let you use the vessels as a base for your rock work.
Your idea would work well with old school rock walls, but with todays open rock work, you may have problems hiding your columns. Perhaps you could go with more 4" PVC pipes with shotcrete and live rock covering them.
