Turbo fluctuosa reproduction

Tonight I had my army flashlight out with the blue lens on and I noticed what I thought was a small nudibranch on the glass. Upon further inspection I found 3 more. One of them was on the front glass so I got to look at the underside. I'm fairly positive that they are turbo snail babies. They are grazing the glass just like the big ones and even have the same coloring but they don't have a shell and are much smaller. The way the mouth is shaped and the way it cleans the glass is an exact replica of the larger ones. How exactly does the shell come into the picture? Should I supply some small ones? Also I'm a little concerned about my Neocirrhites armatus snacking on them.
