Unknown sickness

Hello reefers I've been a long time reader for some time. I have recently set up a new 90 gallon FOWLR about 6 weeks ago. I used TurboStart to cycle the aquarium in the first week with four clownfish and all are healthy and doing well. Three days ago I added a Valentini Puffer and a Hoeven's Wrasse. The puffer was doing great and eating well for the first two days. He got along with all the other tank mates and all looked well.

This morning I woke to see him crammed into some of my non living coral motionless. He hasn't left that spot for hours even when I fed the tank. He appears to have what looks like tiny pieces of sand on his body. I was wondering if this is at all normal behavior for the fish or if I'm right to worry. As well as if there's anything I can do.

I did a 20 gallon water change this morning and tested all water parameters:
Ammonia: 0
Nitrate: 0
Nitrite: 0
Specific Gravity: 1.02
Calcium: 360 ppm
Phosphate: 0.25 ppm

Any help or suggestions greatly appreciated.

I take it you didn't quarantine the new livestock? It's not normal behavior for a fish to sit for hours. You could be dealing with ich, velvet, brook, etc. The symptoms you described are common to all three diseases. Try reading the stickies at the top of the forum and see if you can pinpoint what you may be dealing with.
