I am currently upgrading from a 29 gal to a 75 gal. MY question could I just move the the rock and water into the new tank with a extra 50lb of dry rock and a new sand bed with out cycling the new tank. Or will I have cycle the new tank before I transfer everything.
 
You might be OK. replacing the sand bed is a good idea. I would definatly keep a tub or something with tank water and a pump to keep corals/fish in if the new tank spikes ammonia.
 
you should be alright. You'll probably end up going through a mini cycle. New sand bed is always good, you dont want to use the same one you had.

How much LR do you have right now that you will be transferring into your 75?

Also you should get some buckets and siphon out a good portion of water from your 29 and use it towards your 75 since its good water, just avoid sucking up sand and particles of that nature.

I only had a pair of clowns before the build. that is good cause how hardy they are.
