"upgrading" to a low cost, easy to manage tank

I'm trying to upgrade my 15 gallon tank to something with more water volume. I have my mind set on a standard 60 gallon glass tank and I like the dimensions.
My current set up mainly consists of:
15g aga tank (sumpless)
150 watt aquamedic pendant
titan 150 chiller
mj1200 powerhead

I'm looking for a used 60g glass tank and I think I can find something from salvation army to use as a tank stand. The 15g can be converted to a sump/fuge and maybe I can trade my chiller for a decent return pump. The MJ1200 could be converted into one of those diy streams and that could help out with circulation.

My main goal for this system is to be easier to care for. My little tank is an algae filled mess. I don't have a skimmer on it nor do I want to add one. I just think if I'm going to add a skimmer I might as well just get a bigger tank with a larger refugium, I don't really like any of the nano scaled skimmers and to put a decent sized skimmer on this small of a tank is a waste IMO. I know I should try to find the cause of the algae, but I feel like this is a better solution in the long run.

I'm thinking of stocking the future tank with mostly leathers (colts especially) and using a rubble bottom, with maybe one "mountain" or mound of rocks on the end. I kinda envision a bed of colt leathers on a flat rubble bottom, with plenty of room for my one clown fish to swim around. I'd like the tank to be kind of a room divided with a 3 sided view.

So I was wondering if anybody has any advice as to what else I can do to save a few $$ on this project? Or just advice in general. Also I'm looking to see if anyone has a decent submersible return pump to trade for my chiller, I think its worth around 70 bucks. TIA.
