Need a recommendation for a UPS (uninterruptible power supply). I am worried about short 1-2 day power outages in my area. We get brownouts in the summer. Was going to buy the Vortech (the battery was the big draw) but am trying to find other options. Frankly installing a generator is way out of the budget. Still would like something that kicks on when the power goes out and runs a powerhead or 2. Just to keep some circulation in the tank.

Have a look in a phonebook (yellow pages)/directory under uninterruptable powet supplies. There are alot of companies specialising in this and they will be able to give good advice.
To run pumps you will have to make sure that the ups can put out "true sine wave"
BTW. A generator will actually be cheaper than a decent sized ups
