Used acrylic 538 gal tank what should I offer?

I have been out of the hobby for over 10 years and came across a used tank (less than year old). This setup is not exactly what I was looking for (I was in market for a 240ish-300 size tank) but in the end I do have the space to support a larger footprint.

The dimensions are as follows:
8ft length x 3 ft tall x 3 ft wide

Also comes with Neptune controller, sump, (2 sets) LED lights that retail for 1k each, chiller, protein skimmer, (no pump) ( I dont know exact models and am aware that will change the price but assume the Neptune and chiller are high quality)

Some very minor scratches on tank that can easily be buffed out.

I am going to offer 7K just want to know if that is a fair offer or not.

I just paid $5300 for a 96x32x28, 375 with a 48" sump Vertex Alpha 250 skimmer 2 Vectra L1, 4 kessil A360WE steel stand, ato tank, doser and 2 gyre 250s and 300lbs of pukani. Everything is less than a year old. Slightly smaller so hopefully that helps with a basis. I think 7k is a fair offer, but think you might be able to get a little better deal personally. Also you can get a 8x4x2 brand new tank from living color in Orlando for $3600 right now, also something else to use as a basis.

Lol$18500? You might be better off looking elsewhere. The pump is the majority of the price on a skimmer. How old are the lights? If they aren't the newest generation of whatever brand they are then they are probably not worth much more than half the cost of new. I wouldn't even give $6500 unless it was ready to fill and start running. You really shouldn't need a chiller if using LEDs and the room it is in is kept at a comfortable indoor temperature. Maybe try asking if he'd sell the tank, stand, and sump alone and see what he'd want.
 
$18,500 is just comical. Even $6,500 seems high. My brand new 96x36x30 acrylic cost me $4K. I am unaware of any LED light costing $1K. Is the Apex the new model or the old model. Chillers don't have a terribly long useful life, particularly if they have been run outside (which is the best place to run them). How do you know the tank is less than a year old.
 
How thick is the acrylic? I know it starts getting exponentially more expensive as you get thicker acrylic. I would imagine 3' in height would mean it's at least 1.25", if not 1.50".

I would probably be willing to pay $1000 for the extra stuff, maybe a little more if the Apex has tons of extras. For $5000 you can have a new aquarium built that may not be quite that size, but close. My 360 with stand and canopy were around $4500, and if you're willing to build your stand you can go even bigger like Simon.
 
I would look for a different tank. I just bought a 500 gallon all glass tank with star fire front made by AGE for $1,500. I had to drive quite a distance but definitely worth it. Absolutely no reason to spend that kind of money on that size tank.

Would need to know models of the equipment to make a better assessment but i would come down quite a bit
