Used tanks and sumps

Hello, first I just want to thank everyone for all the input from this site it's defiantly helped me over the past couple years.
My son is piecing together a tank and is thinking of buying a used sump my question is how or can you determine if a non safe chemical such as copper had been used previously? Also I'm under the impression that once something like copper had been introduced to a sump or tank you can't use for reef setup is this true or is there a cure or time frame that would eventually wash the Trace away?

You should be fine. If you are still nervous, there are copper removal products. Copper can bind to liverock and such, but not really on silicon, glass tanks or acrylic.
