Using VHO ballast for T5's

Would it be possible to do that? Would they be over driven to the point of failure? Or would it just not work?

Depends on the ballast itself and the lamp combination. Some ballasts such as Fulham Workhorse are able to drive different combinations of lamps, including VHO and T5HO. The manufacturer will be the only one who can safely advise you on this.

icecap 660 an the uri a4(same as the 660) were originally built to be VHO ballasts

The ballast is an ARO from those cheap vho kits

Check with Hello Lights - they make that and should be able to tell you. Otherwise, both Fulham and Ice Cap VHO ballasts can also be used for T5.
