A 25W should do the job i wouldnt go smaller and all manufacturers say that their sterilizers can do larger amounts of water than they really can. This is not one of those peices of equipment that you want undersize because it will be useless.
Generally the higher the wattage the better. I would not buy anything under 12watts as I think they are useless. What do you want to accomplish with uv?
