That could not possibly be right. The total Cup & body diameter should be about 200mm which is about 8". That leaves the neck diameter closer to 4"-5".
The specs are:
Footprint: 10.75" x 11.25
Height: 24"
As such, it would be impossible for it to have a 15 1/2" neck and a 25" body diameter.

It is 100% right, I gave the OP the OD ( outside diameter ) witch is 15-1/2'' neck and 25'' body. If you're talking about the length in that diameter it would be
4-1/2'' neck and 7-3/4'' body.

You are or were confusing length with diameter in your first response which now explains those numbers. The OP was asking for neck size and body diameter. Diameter is distance across the width of the cylinder and not the length of the cylinder. I'm certain he was looking for neck diameter when he asked about the neck size. Your numbers would have been related to length as you noted and not diameter.
Your second set of numbers would be what he was after. 4.5" OD neck which is about 4" ID and bodies diameter of about 7 3/4" which is about 200mm (7.87"). FWIW, the part number of these skimmers typically reflects the body diameter in millimeters.
At least he now knows the diameter.

It didn't even dawn on me that he could be talking about circumference.. I thought he was talking about the length of the cylinder and given the 15 1/2" neck, that would have to be circumference. Good catch!
