VHO lighting problem

I picked up a used MH and VHO setup. The MH fire up nicely, but the VHOs barely come on. Is this likely a bulb or a ballast problem?

Make sure the bulbs are seated all the way in the endcaps. You can test the ballast with normal output bulbs if you don't want to buy new bulbs yet. It will overdrive NO bulbs but that will tell you if the ballast is working or if the bulbs are shot.

I found the problem, the ballast is for a dual NO 40 watt setup. The fixture had VHOs in it and the person said they had a problem. Well now I know. Got a new ballast on order.
