Water Change Calculator`

After looking at the water change calculator's 16 week cycle on RC I am a bit confused. What as hobbiest are we trying to go for in nutrient removal due to the water change senario, whats reccomened, acceptable, and at what point do you want to totally replace old system water on a system with average mechanical/biological filtration "by average I mean average advanced hobbiest standard".

Any thoughts?

Trying to decide cost on a new setup, salt/waterchanges, system volume effectiveness.
