Ok I am alittle confused .After 14 days of running my tank I have had a small rise in amonia 0.50 and back to zero no nitrite at all and the nitrate have been 15 for 2 days. I have been told to do a water change and I have been told to not? I have been told to wait for a SPIKE what is considered a spije th e0.50 or more

IWell as I ssaid I am trying to get cleared up is should I do a water change or not?

I was also told to not change the water during the cycle ?

So i am alittle confused..I have just purchased some water form petland (yes I know Oh petland) I was passig it is nutri seawater
11,000,000 bacteria a gallon 100% natural live ocean seawater only bought the bucket of 4 gallons it says it is planktonic

Should I use that or do more of a change?

Should I do water change and add cuc or not?

All tanks cycle diferantly. The spike is the highest point before it lowers. You have low flow though and this wouldslow it down. Also not sure of your lights but dont run the main ones full time during cycle. Also water source if tap could have nitrates and mmonia in it.
I see no harm in 1 25% change during the cycle but its not needed.

I added nothing except my neighbor bought a damsel clown fish that he did not want and gave it to me yesterday .

I just check my salt wih my hydro thingy and it say 1.019 way low it was fine this morning Now I know I cannot just add salt so what do you guys recomend? and better yet where did the salt go?

not quite sure what stingys q's has to do with the OP question.

IMO...let your tank cycle thru (minimum 4 weeks)......(I'm assuming no lifestock yet).....after your nitrates spike, wait a week and then start your weekly 10% water changes......regardless of how much "live water" you use, all tanks go thru a cycle.......do some reading on the ANN cycle.....
