If I was to set up a quarantine , the recommending time to keep a fish in it is at least 6-8 weeks ? That is about right.
during that period, do you still do 20% water changes every 2 weeks , or less ? You only need to do water changes to maintain water quality (mainly ammonia). Some fresh water won't hurt but it really isn't necessary.
During the time between your empty QT and getting a new fish to add to QT ... do you have to do water changes since there is no bioload ? I put some food in every day or two to maintain the biofilter.
Also ... are you supposed to keep some rock in the QT so the fish feel safe ? Rock is good unless you are medicating, in which case take it out as it will soak up medications. I just use a 4" pvc elbow and a 3" pvc Tee so the fish have a p lace to hide. They also can hide out around the heater and a sponge filter I have in addition to the HOB filter.
Do you need a light ? No, but I like to start using light after a couple of days as the fish will go into a dt with lighting, plus it keeps the fish active beyond dark. I run a small light from 3-9:30 pm.
I can use bare bottom tank, or sand ? Use a bare bottom tank. Sand isn't needed and can soak up medications.
Do I need a clean up crew ? Not needed and can't be there if copper is administered. I have a small powerhead on the bottom to blow detritus around.
