Water level in sump

It seems like I'm questioning everything I do but I want to get things right the first time around. As far as the water level in the sump how much should I have. The picture shows my current level which the water is above the first baffle but below the one going in to the return.

You want to leave enough space for your tank to drain and not overflow your sump when you turn the pumps off. Give yourself a little wiggle room here.

Also to have the skimmer in the right depth of water. My skimmer needs to be 7" deep so if my sump were as high as yours I think I'd need something under the skimmer to raise it up. It's diff for each skimmer tho, maybe yours is supposed to ride deep.
