Quite likely it could be, give it a 50/50 vinegar water soak overnight and then give it all a good brushing. Remember to remove the upper bearing behind the impeller in the well as also to clean. Take a look at the sticky at the top of the forum about the beeping(if yours does not have the silver driver box it will not actually beep)

is the transformer hot ? did the driver sound any alarm ?
