Weird starfish behavior.

A buddy of mine has a starfish and it is spewing some type of goo. Does anyone have an idea of what it is doing

The white is released in the water to fertilize females. Also do you notice and broken parts or pieces of that leg as that might be a case of regeneration of some kinda.
