Wet side is spinning?

I had this pump serviced about a year ago and the pump does it again. The wet side of the pumps is spinning even at the lowest setting and forget about putting it on higher settin. It work ok for a while and now back to the same old problem. Why is this happening? What is the fix for this? The tank is 1/2" glass.

Do I have to include any serial numbers?

A serial number will certainly help out as it allows us to determine the age of the pump and what parts were included with it out of the box.
