weird picture to me..
can you take another from a different angle..
Is it on the glass or on that rock?
Looks like that "white" hair like algae (can't remember the name now)..

diatoms are a brown dust that can easily be blown away... Doesn't look like that from the picture.. (but the pic is messing with me)
