What cleaner to use for a retired tank?

I have a tank that is just now retired but has scum on the inside walls that stinks. What is a good cleaner to use that kills everything but is safe enough for me to use the tank again?

I don't want to nuke the tank and not be able to use it in the future because of chemical residue.

Last time I had to clean a "dirty" tank I just used vinegar. Still takes a bit of "elbow grease" but it is safe.

As long as you rinse well after cleaning, you can use bleach.
 
I just bought 12 fifteen gallon tanks that had been stored for a couple of years for my new hatchery, and I found hot water and vinegar works the best. I also used a single edge razor blade and a algae scrub pad.
