He was probably manhandling the MH bulbs with his bare hands, which is a BIG no-no. Ask him if he wrapped them in towels while touching them. If he says no I wouldnt send him a thing.

And I've never seen a ballast go half bad (Ive replaced hundreds over the past 15 years at my jobs), so tell him he has the VHOs wired incorrectly or something isnt making contact. Personally I would tell him if he wants to bring it back youd take it back, otherwise youre sorry.

Not trying to be a jerk, but I think youve done more than enough already, and it sounds like he just has no clue what he's doing. :rolleyes:

used equipment=buyer beware. He should have checked confirmed everything was working. You both learned valueable lessons. I hate buying used personally, but LR @ .66 a pound. I would've bought all your broken crap just for that deal. I would go your seperate ways.
