what fish are there in california to collect

Do you mean fish that would do well in a tropical tank? I'm not sure there are any...

I have seen Sergeant Major Damsels and a few types of gobies in La Jolla at the tidepools (although you cannot collect there).

Lots of fish but few attractive ones. Garibaldi are pretty but I don't think they can be collected. Doubtful there are Sergeant Majors, unless they've been released by hobbyists.

Anchovie tank anyone?

I think that Garibaldis can be collected from somewhere; I've seen them for sale at a fairly reputable online store, in any case. Although they get quite large.

70 degrees is still a bit too high for most Pacific Coast fish. Surface temperatures rarely reach 70 there. Down where the fish are it stays in the 50s and 60s at most.

And with pumps and lights your tank is going to be warmer than room temperature, too.
