Looks like green brillo-pads old worn out ones with lots of space between the fibres. Okay, bad image. but it's all curly and strandy like hair. It grows in a ball, and usually woiuld have to come in on something. It's good algae and It belongs in your sump/refugium
Okay so I have been hearing that it brings nitrates down and I have a big hair algae problem in my 95g tank but in my 14g tank I have what looks like chaeto should I take it out of my 14 and put into my sump of my 95?

Nitrates are food to plant matter; not just chaeto. As already mentioned though, Chaeto is good algae, but usually it resides in the sump/fuge. Keeping the flow on a slow pace through your fuge will allow the chaeto to flourish from the nitrate levels.
