What is smallest aquarium to have mating clowns?

Is it at all possible to have a thriving and mating pair of clowns in a 16 gallon aquarium? Right now, I have a 2" maroon clown + RTBA. If I took out the maroon, and put in a pair of clowns (whatever species), will they mate?
 
As long as the pair is comfortable they will spawn anywhere, including IME the shipping bag, 10g QT tank, etc.

However the problem becomes one of water quality, as to get a pair in breeding shape takes a lot of food, you need a lot of filtration, which a small tank can not provide unless it is connected to a larger volume of water, or you take a lot of direct intervention (water changes).
 
What water quality specs are you talking about?
-salinity
-low nitrate?,nitrite?
-low phosphate?
-etc?

What are the target specs of water?

How much food? Morning and night of quality, variety, high quantity?
