what does it mean when someone says there tank is starboard?

Its a plastic cutting board material that people put on the bottom of their tanks to protect the glass when going barebottom.

More specifically, it's high density polyethelyne, or HDPE
You can buy it at any plastics company, or West Marine if you want to pay more.

Just beware that a few companies out there use HDPE as a material for cutting boards - and treat with an antibacterial agent for increased food safety. If you want starboard for your tank, make sure you get it from someone who doesn't use antibacterials.
