What is this growing on my SPS corals.

I've been fighting this unknown nuisance since the beginning of summer, it likes to grow in high light on the rocks and at the base of all my SPS corals on the frag plug. It will also grow on parts of SPS corals that have STN'd. It blows off real easy with a turkey baster and I can siphon most of it out, but within a week it's all back. I thought it was dinos at first, but it does not get the snot consistency with bubbles. Any Ideas?

Can't see the circle part very well. Is it brown and look like jelly?

Sorry, I can't figure out how to get a good pic under LED's. It is a brown, khaki color. Best way I can explain it is if somebody took a khaki cotton ball, broke it up and stuck it on my rocks.

Impossible to tell in that pic.

If it is a brown jelly looking stuff, keep an eye on it, cause it might be spread.

you might want to research into using hyrdrogen peroxide on it. Pull a frag and treat it and see if it comes back

I'm thinking bacteria too, from what I see and what I read it doesn't point towards dinos, I'm no expert though. Does this mean that I'm running too much bio pellets? I'm running two little fishies brand and running the recommended amount for my water volume.

Hard to say what's too much or to little with the pellets. When I got some growth like that in my system in unfavorable places about 4 years ago when I started, I cut back a little on the vodka and vinegar and it helped. Also providing some palce for the bacteria to grow, ie surface area like a can of live rock close to the effluent out flow could help.
