What is this in my tank when flow is off

hey all. I have this spider web type stuff in my tank whenever I turn the flow completely off for water changes. It takes about 5 minutes for it to build and will go away as soon as the flow is turned back on. This is before I stir up any sand...

Any idea? Thanks

I has something like take. I think it was just a bacterial bloom. I sucked up what I could while doing water change and ran a canister filter with active carbon and filter floss for 3 days and it never came back.
