What is this, is it diatoms?

Please redo your pictures by turning the blue channel off or way down.. Proper color rendition is important for identification and all that blue destroys proper colors..
All that blue will also confuse many cameras and cause blurry/poor pictures..

The only thing we can really tell is that you seem to have a nutrient/algae problem that needs to be addressed...
So please also post all your water parameters, give details on the tanks size/age,etc... then we might have a chance of answering the question for you...
