What is this on my Powder Brown?

What is this and how can I kill it? My LFS did a fresh water dip on another fish but I'm scared to do it myself. I'd hate to loose this guy.

I've had him for a week he eats and swims in front of the powerhead but scrapes himself against the floor. If I do a fresh water dip how long should I do it for.
 
If you do the fresh water dip make sure it is the same temp and PH. Dip for 5 min. Since he is eating, soak the food in Garlic extreme for 20 min. It really doesn't look like much is going on yet. You It also looks like you have some caulerpa growing. Is he grazing on it?
 
he nips at the caulerpa but I mainly feed him nori, but I haven't soaked it in garlic .I normally just put a couple of drops, fold it a few times and rub it between my fingers. I'll try soaking it tomorrow.
 
Fresh Water dips shouldn't go on longer than 1 minute. The fish goes through a shock state where it appears dead. But then will snap back to life. Honestly a 5 min dip is pushing it. It looks more like a fungus or bacteria. Yet Powder Browns and Blues are known for their soft velvet skin which is perfect home for.......ich. Look up for your other fish.
