Looks like you spilled super glue in the tank. I have had that film before after attaching some frags with super glue. I'm guessing that's not what you experiencing though.
Maybe something spawned in your tank.

Do you run a sump and overflow? If not that would explain the residue on the surface. Sometimes you can even get that if you dont run enough flow through the overflow (ie. not skim the surface enough).

try to get your flow to carry the slick into your overflow by aiming a powerhead twards the overflow! I have this happen to my system as well if it is a slick. Once it makes its way to the sump it can then be taken out via skimmer.
