What is this? Ostreobium? GHA? It's covering my Pukani, can only see with lights out

Hey there guys! I'm not completely sure what this stuff is or how to get rid of it. Any insight would be incredibly helpful! My tank (22g long) is about 4 months old at this point. Started with all Pukani dry rock. It was treated with LC for 3 weeks prior to starting the tank.

What's really odd about this algae is that when the lights are on, its invisible. Can't see it. It's only at night when I shine a flashlight on it that I notice its covering literally everything. I'm guessing its the reason for zero coralline growth?

Salinity: 1.026
Calcium: 420
Alk: 10
Magnesium: 1350
Nitrate: .25ppm (I've started dosing this up to 1ppm after I saw a positive response from my SPS)
Phosphate: .029

The only thing I dose is 2-part daily. No GFO/Carbon/et cetera.

Anyone? I'm at a loss of whether its even an issue that needs to be solved. At four months old is this just a temporary issue that'll go away on its own?
