What is this that rapidly grows on glass and rocks?

When I say "rapidly" I mean within minutes, not days, hours or weeks. It's reddish and resembles hair or spiderwebs. My initial thought was Cyno. But it doesn't really look like the photos I've seen. I scrubbed some of this off the rocks and it hasn't returned. I do weekly 20% changes. I did a 50% change last weekend. I've reduced the light in the tank every day. Early on I over fed, I've since gone to every other day. I vaccum gravel with each w/c. I've scrubbed it off the glass, and honestly it's gotten better, but every few days it sprouts up.

Params: ph 8.2, ammonia 0, nitrite .5, nitrate 20. Temp 78. Tank is 2.5 months old, so I'm in the uglies. Haven't tested for phosphates.

This is probably a better shot of what I'm talking about. This stuff literally grows in minutes out of nowhere. You can actually see it growing as it happens. I know Cyno blooms fast, but that fast? This wasn't there this morning when I turned the light on. In about 10 minutes it looked like this:

Really? I never would have guessed that. It looks like they're relatively good. And now I feel really guilty about scrubbing it off.
