I've just been looking at something very simular in my tank but could'nt get a good picture. The arms look clear in my picture but they are solid when looking with the naked eye. I'm asuming they are some type of anemone but really dont know for sure.
I've seen a couple things eat that way. One (which was in my tank) was ID'd as a medusa worm. It didn't have the same coloration, but looked a lot like that when it was opened up. Here's a picture I found of one from another site:
