What is this?

What are these bumps on my yellow clown goby? They are all over him but this is the best pic I could get. Thanks for any help.

Does anyone know what this could be? I watched him for a little while and noticed that he is scratching against a rock occasionally. The bumps kind of look like loose scales or something. My biggest concern is whether or not it is contagious. Please help. Thanks
 
Sometimes flukes look like a lifted scale. If you can look really close and the fish sits still you may be able to see them move. If not, see if they are in one spot one day and another the next. Flukes can make fish scratch also. If you think it's flukes and can catch him, do a 5 min freshwater dip. Flukes turn cloudy white in FW and fall off. They look like the scales falling off the fish.,This eliminates the flukes from the fish but not the rest of them in the tank. Hope it's not flukes.
 
They're pretty much the same color as the fish. To answer the other question, they are in the same spot and do not move. The pic doesn't really show it very well but you can see those two bumps on his head. They are like that but all over his body. Thanks
 
My clown goby had the same thing. The best I could figure was some sort of irritation from the corals he was perching in (acropora sp). It never spread to any of my other fish and he always ate. Some times there would just be a few spots, then the whole fish would be covered. It just seemed to cycle.
