What is this, it had some attached to a rock with me mushrooms on. Is it safe or shall i remove it. If its safe what are its requirements.

Looks like caulerpa. It's safe but needs pruning as it grows otherwise it will overrun your tank.

I'd remove it if you have a reef tank. Caulerpa grows really fast and as previously mentioned can overrun your tank

can it kill my fish as I have heard it is toxic?

No, it won't kill your fish. It does contain toxic compounds that are used to prevent the fish from eating it, which just means your fish probably won't eat it
