What is worng with my Small Niger Trigger?!?!?

I have a small (1-1.5 inchs) ****** trigger in my 40B that was eating 2 days ago then got some kind of parasite on him. The readings are perfect. What kind of parasite or disease are we looking at on this fish and what would be the best treatment?

His tank mates are a pair of Occe, Clowns and a valentini puffer. There are about 90 lbs of LR/BR and i have a Marine 280, Marine 300, Backpak skimmer rated for 100 gallons and a Rena Kilstar 2 stage canister on it. Heres a pic of the tank
1. How old is this aquarium?
It is 2 years old.
2. If less than six months old, what is ammonia level?
N/A
3. What is SG of this aquarium? How measured?
The SG is 1.023. It was measured with a Hydrometer.
4. When was the last fish added to this aquarium?
1 week ago with the Valentini and Niger coming from a 30G i had set up.
5. Was it quarantined? If so, how? And how long? Was it prophylactically treated? How?
Yes they were quarantined. Monitored for any disease and lasted 3 weeks.
6. If you are using a copper based medication, which one? How often do you measure level? When?

7. If you are using hyposalinity, how did you calibrate your refractometer?
N/A
9. Please describe the behavior of the fish as best you can. Is it acting reclusive? Is it always up towards the top of the aquarium? Is it avoiding light? How active is the fish?
The trigger was every active the past month and then started acting reclusive two days ago but would still eat a few frozen black worms and mysis. It is avoiding light by hiding in a decoration. And it is not every active since i noticed the black spots on him and the ragged fins.
10. Is the fish eating? What?
No it has not eaten for the last day but when it was eating, it was only eating a couple small pieces of mysis and only 2 frozen blood worms.

Difficult to determine from the photo. A 3 week quarantine is insufficient to ensure the fish is free of disease, especially if you are not proactively treating for the more common parasites like cryptocaryon. Not sure what the black spot is. Can you get a better picture of it?

Whats the Treatment for Marine Velvet? And is it contagious to the other fish that are in the tank?
 
Treatment for velvet is chloroquine phosphate or copper. It is extremely virulent and contagious. Recommend reading the stickies at the top of this forum.
