they have a small amount of milky white film on them that is slowly coming off. They are not eating like they used to. I have no idea what is wrong with them. One of them for sure is dying.
It sounds bacterial. You could remove them to a hospital tank and try triple sulpha. Do anything you can to keep them eating.

I would post on seahorse.org's emergency forum. If your really adverse to doing thiis . . .
Remove the seahorse into a 10g hospital tank and treat with Neo3 just like the package says. Lower the tank temp down to 69F. I would also begin to add beta glucan to the food to help the immune system.
If you are going to use any other medication the dosage for seahorses is not represented on the package. To get the correct dosage you will need to contact seahorse.org's emergency forum.
You will need to do daily 50% water changes throughout the course of the treatment.
