What is wrong with the Royal Gramma?

From one day to the next, my royal gramma has been wandering out in the current more than it usually does, weird. So I take a close look and I see this:

It looks like the scales are falling and the skin is being eaten and turning white.
I took the fish, and got the pictures, tried putting it in a breeding container inside the tank, but it jumped out the net.He swims very slowly, and doesn't eat. He just lays there when he gets fatigued. What can I do to save this guy?
 
Please do not treat with Formalin. You cannot use formalin when there is skin breaks.
I second or third what Jay and rad are saying. There is someone picking on him in the tank. If you have a HT, you might want to move him there for some peace and also treatment.
 
No one is picking at him, thats the other part of it. I see no agression, because if it was on the ground it would still be getting picked at right?

No other fish has it.
 
What are your water parameters and temperature? Who else was in the tank with him? Sometimes fishes will behave erratically when water parameters go out of wack and wack themselves on rocks and such. How long have you had him and were there any behavioral changes prior to you noticing damage?
