I've had a female lyretail before and I thought this one looked different. The bottom of the fish curves up a bit. Maybe that's because, like you said, it's starving.
It also seemed so peaceful/inactive. That could also be a result of it starving.
A concave belly is not all that concerning, but the fish in the video looks to be thin behind the head and neck; that's bad, and generally past the point of recovery. Some fish just don't get enough to eat no matter what you do - so it is what it is. Anthias really need 3 good feedings a day. absent that they end up looking like the one in the video.

I have a female lyretail that seems "pinched" at the head behind her eyes. A bit thin too, like a runt. But she eats a lot and she's been treated with prazi in the past, maybe she's just THAT fish just like you say. About a year old.
