Yeah basing off turnover rate isn't a good way to base flow, as the return can be various pressures depending on how it's set up.
Lets learn a little about this tank first... What are the dimmensions of the tank and how are the rocks aquascaped? Lighting? How many and what size power heads? What's your filtration? We can tell ya what good placement is based off these details...
As for levels, In my old lps dom tank i had best luck at Ca 420-440, dKH 8.5 Nitrates about 15ppm and phos below .10 Mag always stayed about 1350, had it up to 1600 at one point for bryopsis. Kept lots of favias, lobos, open brains, euphyllia, a couple chalice... LPS vary greatly tho, but as a whole they don't mind the water a little dirty
