Because they always appear just above the substrate, I'm hopeful that they are pods. Thanks for the help.

looks like Nerite sp. snail eggs.

That makes perfect sense since our snails spawn weekly. Right after a water change all the snails climb to the top of the rockwork an hour before lights out and spawn like mad.

Yep Nerite eggs have a ton of those myself.
