What to do with broken Icecap 660

I have an icecap 660 ballast that when you plug it in the lights will fire for about 5 seconds then it shuts down and smells burnt. But it will keep firing the lights for a few seconds every time you plug it in. It also has something rattling around inside of it. Can these be repaired or is it worth fooling with???
 
Not to worry, when this forum is hot you should be saying I feel like an idiot daily. Just lots of experience here.
 
I have had one of my IceCap 660s for over 10 years (same one) and it has done what you describe twice in its lifetime.

Both times I called IceCap, sent it to them, and within 3 days had the ballast back on my tank working perfectly for right around
$ 70.00 total cost.

The last time I asked the service guy if he thinks I should replace it since it is over 10 years old and was told, "not necessary, it will be good as new."

And, it is.
Great product with fantastic customer service.
