What's wrong with my puffer?

My porcupine puffer has a couple little white "cotton ball" looking things growing on him. He acts fine and eats well. I had a friend tell me what it may be, but I forgot the name. They said they had a fish with the same thing and they picked the white spots off. I attempted this with one of the spots and got most of it, but there is another on the belly, which will be harder to get to. Can anyone tell me what this is and is there any treatment for it. Also, is it contagous?
 
If it's isolated around the edges of the fins, then it's probably lymphocystis. It's caused by a virus and has no known treatment/cure. Lymph is almost never deadly, but just very annoying.

It's slightly contagious, so it's best to move him into a quarantine tank. However, I've had fish in QT who got it, while others did not, even after 8wks.
 
Thanks for the response. That's what I thought it was, but like I said I forgot the name so I couldn't do any research on it myself.
