When buying fish and Coral...

Is it better to buy them when there smaller like fish that are 1-2 inches or bigger when they are a little more mature like 3-4"?
And for coral when they are smaller or bigger or does that not matter with coral

I prefer to buy my fish when they are small (young) so that I can enjoy them for as long as possible. There are some that have a very poor survival rate when caught too small however, so research before you buy.

I buy all my corals as frags and allow them to grow in to the tank for 2 reasons- first of all, they are much cheaper that way. Secondly, it allows them to grow more naturally in to the system - it doesn't look like it was just plopped someplace - IMHO at least, it looks more like they belong where they are.
