When is it time to prune?

I started out with 2 baggies of cheato a month or so ago. Now I have probably 7-8 baggies. Is it time to prune, or should I let it fill the tank first. It is a 29 gallon refugium.

As the chaeto becomes crowded, its growth will slow down. You want fast growth to export the nutrients. I usually prune when my tank is 3/4 full. I prune down to about 1/2 full.
