When to add softie if starting from scratch with dry rock?

Like the title says. Whats the earliest I can add softies (zoas, leather, xenia and gsp) if I'm starting my tank from scratch. Only dry rock, barebottom, no bacteria added. Filtration is chaeto, skimmer, algal scrubber, and marinepure blocks.
