when to get a clean up crew

No, only after Ammonia and Nitrites are 0 and Nitrates not to high.

Don't put your Crew in until after your tank is cycled......

I agree on the "no ammonia, nitrites, and nitrates 0-20" but I've seen people add them when it was worse. There's really just no reason to. Let your tank establish itself. Give the rocks time to really get happy without all that stuff picking on it. I'd wait one week after 0 trites.

Patience dear friend. Only add the cleanup crew once the tank has completely cycled and ammonia, nitrite, and nitrate are zero. Take it slow and you'll have success.
