When to shim

I plan on shimming between the stand and the top board of the stand. Do I do this before or after adding water to the tank. There are some 1/8" gaps between the tank and top board of the stand. Shimming eliminates these gaps between tank and top board of stand but creates a gap between the top boeard and the stand. It is a metal stand with sheet of wood on top.

Thanks peppie. After shimming some areas there is a gap between the stand and top. Should there be no gaps? The tank sits flush everywhere now after shimming. Do I need to put a shim everyplace that there is a gap between top and stand or is one every 12" ok? it is a 84x 24" tank.
